Istanbul/Agency Caucasus – Jalaudin Saralyapov, Speaker of the Parliament of the Chechen Republic of Ichkeria, accused the international community of remaining silent in the face of genocidal action against Chechens and asked for an evaluation of this tragic event from the three perspectives of justice, ethics and politics.
Saralyapov sent an open letter to the United Nations Secretary-General Pan Ki-Moon, President Rene Van Der Linden of the Parliamentary Assembly of the Council of Europe, Chairman-in-Office Miguel Angel Moratinos of the Organization for Security and Co-operation in Europe, President Hans-Gerd Pöttering of the European Parliament, and Secretary-General Ekmeleddin Ihsanoglu of the Organization of the Islamic Conference.
"We do not think that you are not aware of the real danger of extinction facing the Chechen people if the Russian government carries on with its policies of genocide," said Saralyapov in his open letter. "Also, we do not really think that the international organizations are not sufficiently knowledgeable about the tragic incidents that have happened over the past 10 to 15 years in the Chechen Republic of Ichkeria."
"Its periodical attacks over the past years against Chechens put Russia in a position that is legally considered to be at odds with the international laws. It should also face legal charges for involvement in various sorts of genocidal action, which is against humanity," said Saralyapov in his open letter. "We now even tend to think that you intentionally conceal from the world communities the action by Russian police and/or army meant to terrorize the Chechen people of Ichekeria."
"Would the Chechen tragedy be ever possible without your silent approval of it, without your political as well as legal indifference, and without your ethnic as well as religious biases against the entire Chechen people?" asked Saralyapov. "We have to admit that international organizations are passive and not objective in their handling of the Chechnya question. The evidence for this comes from your customized publication of statements that there is progress in the fields of humanitarian aid and justice in the Chechen Republic of Ichkeria, whereas the Chechen civilians face death, torture and execution without due process by the occupiers. It is also evident from such statements that the question of Chechnya has become a tool for commercial use as well as for an exchange of interests between other countries."
Saralyapov said that the Chechen Republic of Ichkeria administration has been calling over the past 15 years upon official as well as civilian organizations across the world to make their evaluations of Russian criminality in Chechnya from the three perspectives of justice, politics and ethics.
"We believe that acknowledgment on the part of international organizations of the past mistakes about Chechnya will help to solve the question between Russia and Chechnya on a fair basis."
"Moreover, the Chechen Republic of Ichkeria is prepared according to a peace treaty that was signed on May 12, 1997, between Russia and Chechnya, to form constructive dialogue with countries as well as international organizations that are open negotiation."
